I don't have no clue about what the heck they are. They are no human, since they have no soul. They seem to repeat the words they hear like parrots. They are playful and they love to tease Watanuki as much as the lady of the shop itself. I think their function and mission is being a tool for Yuuko. She can telepathically communicate through them, for instance. We don't know if they can do magic stuff like Clow's guardians, nor the identity of their creator. Perhaps it was Yuuko.

They cannot get outside the shop as they, soulless beings, can only exist in that place.
